Utilities/Scripts: Update regenerate-lexers.bash

62d7acc6 added arguments to Flex when regenerating
cmCommandArgumentLexer, but this was not reflected in
Utilities/Scripts/regenerate-lexers.bash. Update the script with
the proper arguments.
