Brad King	1b71f4477b ENH: Added cmTarget::GetBaseName and cmTarget::GetFullName methods and removed cmLocalGenerator::GetFullTargetName and cmLocalUnixMakefileGenerator2::GetBaseTargetName. This functionality is more sensibly implemented in cmTarget.
