* :command:`project` now sets variables :variable:`PROJECT_IS_TOP_LEVEL` and
  :variable:`<PROJECT-NAME>_IS_TOP_LEVEL` to indicate whether it was called
  in a top level ``CMakeLists.txt`` file.
