Drop MediaWiki 1.31, fix tags

* 1.31 is EOL, dropped entirely
* 1.35 is now both "lts" and "legacylts".
* 1.36 is "legacy" (still supported, but not latest stable release)

This update also brings in APCu 5.1.21 (https://github.com/wikimedia/mediawiki-docker/pull/102).
