DeadPeerDetector: Now exposing a PingMissed event that is triggered when a peer fails to respond to a ping. It can be used to be aware of a problem before the PeerDownDetected event is triggered, which only happens after the threshold number of pings failed.

Directory: It is now possible to disable dynamic subscriptions for outgoing messages. This feature is disabled by default and can be used to improve the directory performance in case of massive usage of dynamic subscriptions (tens of thousands).
