musl: allow autorebuild

Autorebuild is disabled for the toolchain to avoid build-order issues.
However, rebuilding musl is safe, so exclude it from that restriction.
Avoids the need for manual cleaning on kernel header <-> libc API
changes like the ones introduced recently
