lantiq: remove unused PHY drivers on xrx200

All boards on xrx200 use builtin switch and there is no supported device
with external switch.
It was copy paste from xway subtarget and was added in commit 18b76c66fbfea0e21ff66c6df432fa109c5bbb43.

Save 20.3 kB flash memory.
