kernel: netdevices: rtl8366: ensure CONFIG_NET_DSA_REALTEK_RTL8366RB_LEDS is enabled

Add new setting CONFIG_NET_DSA_REALTEK_RTL8366RB_LEDS which
was introduced in kernel 6.12 and allows enabling LEDs for
the Realtek RTL8366RB subdriver.
