mac80211: use 802.11ax iw modes

This adds missing HE modes to mac80211_prepare_ht_modes.

Previously mesh without wpa_supplicant would be initialized with 802.11g
/NO-HT only, as this method did not parse channel bandwidth for HE
operation.
